THE IMPORTANCE OF THIS EVENT

 

“The European Oil Barge Industry must change” is a refrain we are still hearing from many parties in the Industry. This is largely because, whilst there was a feeling amongst the majority of the industry that the TTB rules were no longer suitable, inherent industry conservatism means they nevertheless remain in widespread use and the shortcomings of these rules remain a regular cause of issues for the industry. A lot of work has been done to produce charter party forms which are clear, many of the misunderstandings and ambiguity that the TTB rules have been addressed. However, current and vigorous discussions now centres on whether the newer charters which benefit from greater clarity are fair and balanced as far as owners and charterers are concerned. This work on the new forms is ongoing.

 

How the standard form industry charterparties must continue to evolve, and listening to both Owners and Charterers point of view, will play a big part in our upcoming 4th European Oil Barge Conference in Rotterdam.

 

We are also intending to cover commercial topics including the demand for barges, storage optimising the cross-harbour trade by use of pipelines, vapour emissions and navigability, depth restrictions/under keel clearances.

EVENT DESCRIPTION

 

The extensive feedback we received after our previous Barge Conferences helped to confirm that they had been very successful events. We are putting together a programme for the 4th Conference which we trust will be just as relevant and interesting to the barge market. The aim is to bring new discussion to a range of topics that directly affect the future of all aspects of the barge community.

 

It was agreed at our first conference that an Industry Working Group should be formed to see whether a consensus could be reached to deal with many of the problem areas that had been highlighted. The first meeting of the Working Group was held with representatives from more than 30 oil companies, traders, barge operators, barge owners and brokers. The efforts of this Working Group and other committees that have formed led to efforts at writing modern barge chartering terms to replace TTB rules. Some of the new charterparty forms have proved controversial and these forms amongst others will be discussed at the conference as well as on going work on other terms which we are sure will generate some lively discussion.

 

We are also covering commercial issues including the demand for barges and storage, cross-harbour trade, transportation alternatives such as pipelines, vapour emissions and navigability of waterways.

 

We are assembling a panel of experienced speakers, all experts in their chosen fields, to provide an update on the above issues and the way the barge market is changing and being modernised. Asdem Conferences are noted for their high level of audience participation and therefore we hope that delegates at this conference will be keen to join in the discussions.

 

We have also organised a drinks reception directly following the conference which we hope all delegates will attend. The drinks reception, which will be held at the event venue (Inntel Hotel Rotterdam Centre), is included in the conference fee.

LEAP's Path Toward Digitization of the European Barge Market and Beyond

The oil trading association, LEAP (www.energyleap.org), has been working in Europe and North America to create various standards to make the trading process more efficient. In the European Barge market, they held a series of conferences and phone meetings from 2013-2015 that created a set of GTCs in 2015 that formed the basis of several of their members' own GTCs. Building on that, the LEAP working group is now working on an XML based data standard for barge movement documents that will allow companies to further automate their processes along with their suppliers, customers, and third-party terminal storage providers. Panel Discussion

The objective of the panel discussion is to encourage delegate participation by opening the conference in the barge trade to discussions on the issues and challenges faced by the industry from the point of view of the barge owner, the barge trader and the end-receiver. The Panel discussion is designed as forum in which the industry can consider the papers presented during the conference and the issues they raise and branch into the three principle areas.

A. Pre-trip procedures (nominations/renominations/loading installation information/cancellations/demurrage calculations)

B. Trip procedures (Arrival – too late/too early/cancellations/multiple load/discharge installations/information on load installation/time counting etc).

C. Post-trip procedures (Invoicing via email/time bars/payment terms freight and demurrage).   We have assembled a panel of experts who will sit on the Panel on a wide range of relevant topics.

 

The venue for the post conference food and drinks provides panoramic views of Rotterdam as well as an excellent opportunity for networking saying hello to old friends from the industry and making new ones.
